“Multi-Sectoral Cooperation: The Role of Customs Service in the Development of Economy in Modern Period”
The INCU Baku Regional Office together with the State Customs Committee Academy of the Republic of Azerbaijan and Baku Higher Oil School (BHOS) jointly organised an international conference with a theme “Multi-Sectoral Cooperation: The Role of Customs Service in the Development of Economy in Modern Period”, which was held on 31 May 2016 in Baku, Azerbaijan.
Conference Summary
The conference was hosted by BHOS and was attended by students of Azerbaijan Customs Academy, Baku Higher Oil School, customs officers and experts, as well as representatives of academia.
Rector of Baku Higher Oil School, Mr Elmar Gasimov, welcomed participants to the conference and stressed the importance of organising such joint events and encouraging the participation of students. The conference opening speeches were delivered by two INCU Honorary Fellows: Prof. Aydin Aliyev, Chairman of the State Customs Committee of the Republic of Azerbaijan and Mr Lars Karlsson, President of KGH Border Services.
Other expert guest speakers included Prof. Igbal Babayev, Chief of the Head Department for Performance Measurement and Development Programmes of the State Customs Committee of the Republic of Azerbaijan who spoke about project management in Customs and Dr Mikhail Kashubsky, Head of Secretariat of INCU who spoke on the topic of the legal status of offshore oil and gas installations.
Students of Azerbaijan Customs Academy and Baku Higher Oil School delivered presentations on a range of topics including legal regulation of excise tax in EU law and in the legal system of Azerbaijan Republic; Azerbaijan in the post-oil era; the role of agriculture in the local economy; state regulation of the economy; customs unions; risks in international trade; the history of Azerbaijan Customs service and stages of its development; the fight against smuggling; and international customs cooperation.
