From 22 to 27 January 2018, the INCU Baku Regional Office held its third Winter School in Baku, Azerbaijan.
Event Summary
The 6-day Winter School 2018 program included an opening ceremony and tour of INCU Baku Regional Office, three workshops and visits to Azerbaijan Customs Academy, WCO Regional Dog Training Centre, WCO European Regional Office for Capacity Building (ROCB) and two campuses of Baku Higher Oil School as well as social and cultural activities.
The opening ceremony of was held at the INCU Baku Regional Office at Azure Business Centre. Opening speeches were made by Head of INCU Secretariat, Dr Mikhail Kashubsky, Mr Vugar Hamidli, Chief of Cooperation with International Organizations and Protocol Unit, State Customs Committee of Azerbaijan and expert lecturers Associate Professor Galina Fedotova from Russia and Dr Tong Hua from China. Following that, a presentation was delivered by Mr Orkhan Sultanov, Executive Editor of the Journal of Customs and Economics Review (JCER) who introduced this newly established academic journal to the participants and talked about the journal’s objectives and plans for the future.
The three workshops were held at the WCO ROCB and focused on the following topics:
- Tariff Classification and Rules of Origin;
- International Trade Transactions and Documentation; and
- World Customs Organization and Customs Reform and Modernization.
The workshops were delivered by Associate Professor Galina Fedotova from North-Western Institute of Management (St.Petersburg, Russia), Dr Mikhail Kashubsky and Dr. Tong Hua, CCF/China Operational Manager and Program Manager at the WCO Asia-Pacific Regional Office for Capacity Building.
Dr Tong Hua, Associate Professor Fedotova and Dr Kashubsky also delivered special lectures at the Azerbaijan Customs Academy to Azerbaijani students and customs officers.
Students from North-Western Institute of Management (St Petersburg, Russia), the University of International Business and Economics (Beijing, China), Academy of the State Customs Committee of Azerbaijan, Azerbaijan State Economic University and Baku Higher Oil School participated in the INCU Winter School 2018.
The closing ceremony of the 2018 Winter School took place on 26 January 2018 at the WCO ROCB and coincided with the celebration of the International Customs Day.
The Winter School program also included social and cultural activities including city tour of Baku, official dinner reception hosted by the State Customs Committee of the Republic of Azerbaijan and visits to several museums in Baku.
