Alexander Stupnikov
Biographical Info Alexander Stupnikov is a specialist in the field of customs legislation. He has been working for 15 years in different positions in Russian customs service. In 2007 he received a degree in jurisprudence at the Voronezh State University and in 2013 he defended his thesis for the degree of Candidate of Sciences in Jurisprudence at Kutafin Moscow State Law University. The thesis was devoted to areas of improvement of customs clearance procedures in Russia. He began his career as Senior Customs Inspector of regional customs office in Voronezh, following a career ladder to head the AEO Unit of Department for customs clearance and control of the Federal Customs Service of the Russian Federation. He is one of the authors of the AEO program in Russia. With his active participation an agreement between the customs services of Russia and China in 2022 on the mutual recognition of the AEO status was concluded.
