Secretariat

 

Among other things, the Secretariat is responsible for providing administrative support to the Management Committee, coordinating the activities of INCU Members and Affiliates, organising events, and liaising with the World Customs Organisation (WCO) and other stakeholders.

 

INCU Headquarters

The INCU Secretariat is primarily located in Canberra within Australia, in the heart of the city, approximately 5.5 kilometres from the Australian Department of Foreign Affairs and Trade, 5.1 kilometres from the Australian Parliament House and 5.2 kilometres from the Australian Prime Minister’s residence.

Ms Silivia Vosa
Head of Secretariat

Ms Silivia Vosa is the Head of the INCU Secretariat and a Senior Lecturer at the Centre for Customs and Excise Studies, Charles Sturt University, Australia.
Silivia has a background in law and customs administration, having previously worked within the Legal Division of the Fiji Revenue and Customs Services for nearly ten years before moving to Australia and joining the Public Service within the ACT Government.
 

 

Mr Christoph Stemann
Deputy Head of Secretariat

Christoph has studied law at the University of Münster in North Rhine-Westphalia, Germany. As a scholarship holder of the Konrad-Adenauer Foundation, he has passed the First State Exam as well as the Foreign Law and Language Programme in “International Law”.
Christoph is a doctoral candidate at the Viadrina Compliance Center at the Europa-Universität Viadrina in Frankfurt (Oder), Germany, and is doing research on compliance with sustainability rules in foreign trade law. He is currently a lecturer on EU Law at the Adam Mickiewicz University Poznań, Poland and works as a Senior Researcher at the Institute of Customs and International Trade Law (ICTL) and as a Research Assistant at the AWB Tax/Law/Consulting Firm in Münster, Germany.

 

 

 

 

 

Ms Samantha Hodgson
Secretariat Officer

Samantha (Sam) is an experienced executive and secretariat support professional with a background spanning senior government, defence, academic, and private-sector environments. She has provided high-level executive assistance and committee secretariat support within the Australian Department of Defence, including roles supporting the Chief of Army.

Samantha brings strong expertise in executive coordination, research and data management, grant and report support, diary and meeting administration, and event facilitation. She is recognised for her discretion, organisational capability, and ability to operate effectively in high-tempo, sensitive environments requiring precision and professionalism.
