Biographical Info Dr. Tong Hua is a Program Manager at the World Customs Organization’s Asia Pacific Regional Office for Capacity Building in Bangkok, and Operations Manager of the CCF/China Fund. He was Director of General Theory Department (Acting) in China Customs Research Center (Dec 2011-Dec 2013), main research area covers the Capacity building, Customs Leadership, Customs higher education, the development of international Customs organizations and the development strategy of national Customs. He has taken part in scientific research programs at ministerial level including ‘The New Development Trend of International Customs within the Framework of Trade Facilitation and Safety’, ‘The Comparative Research of Customs Institute of Customs Institutes of Different Nations’, and ‘The Customs Development Strategy in the New Era’. He worked for RTC-China, Shanghai Customs College(SCC) nearly 10 years, responsible for the establishment and enhancement of international exchange relations with Key players all over the world, and deeply involved in international customs capacity building projects. He was the Policy Researcher of the President’s Office in SCC, member of China Customs Academic Association. He was awarded his PhD in Pedagogy by East China Normal University. Over the past few years, Dr. Tong Hua has published more than 20 academic papers, also was in the Drafting Team of important strategy documents for China Customs such as the speech by Minister for National Conference of China Customs Regional Director-Generals, and submitted more than 40 recommendation proposals for ministerial decisions.
