Biographical Info The Customs function began in Paraguay with the advent of the independence of our country, and more specifically during the period of Government of the Supreme Dictator, Dr. José Gaspar Rodríguez de Francia, who through his orders, considerations on International Trade, adoption of tax and tariff rules, drafting and application of regulations, establishment of administrative provisions, ordering of the import and export operation, creation of Consulates abroad to promote Foreign Trade, fixation of the different payment systems of merchandise introduced to the country and regulation of the activities of foreign merchants in the Republic.
