Professor David Widdowson, President
Professor David Widdowson is Chief Executive Officer of the Centre for Customs & Excise Studies at Charles Sturt University. He is President of the International Network of Customs Universities; Editor-in-Chief of the World Customs Journal, a member of the WCO’s PICARD Advisory Group, and a founding director of the Trusted Trade Alliance.
David holds a PhD in Customs Management, and has over 35 years experience in his field of expertise, including 21 years with the Australian Customs Service. His research areas include trade facilitation, regulatory compliance management, risk management and supply chain security.
Professor Hans-Michael Wolffgang, Vice-president
Professor Dr Hans- Michael Wolffgang is a professor of international trade and tax law and head of the Department of Customs and Excise which forms part of the Institute of Tax Law at the University of Münster , Germany. Additionally, he is a co-shareholder of the affiliated AWA Foreign Trade Academy, where he specialises in customs and export control law.
The AWA is a leading training institute for international trade and has affiliates in Austria, Hungary and Switzerland.He is a co-shareholder and partner of the AWB Tax Consultancy Ltd., based in Münster, Germany, and co-shareholder of the AWB Wolffgang and Harksen Law Firm Ltd, based in Münster and Munich, Germany.
Dr Andrew Grainger, Committee Member
Dr Andrew Grainger is an experienced trade facilitation practitioner and academic. He is currently based at Nottingham University Business School and is regularly consulted by governments, companies and international organisations.
In previous roles, Andrew worked as Deputy Director at SITPRO, the former UK trade facilitation agency, and Secretary for EUROPRO, the umbrella body for European trade facilitation organisations. His PhD thesis on Supply Chain Management and Trade Facilitation was awarded the Palgrave Macmillan Prize in Maritime Economics and Logistics 2005-2008 for best PhD thesis.
Professor Jianguo Xiao, Committee Member
Professor Jianguo Xiao is President of Shanghai Customs College (SCC), which is the sole institution of higher learning focusing on Customs studies in China and one of the WCO leading Regional Training Centers (RTCs). Before serving in SCC, Professor Xiao mainly worked as law professor and researcher in East China University of Political Science and Law.
Currently, Professor Xiao chairs Academic Committee in SCC and is the editor-in-chief of Shanghai Customs Journal. He also serves key member of a couple of academic associations in law & enforcement in Shanghai. His main research areas cover criminology, juvenile delinquency, Customs modernization and development, Customs study as descipline, Customs education and training development.
