WCO Professional Standards
The WCO PICARD programme was launched in 2006 to provide a framework for the cooperation between Customs and Academic world. In parallel, through PICARD, academic institutions have created the International Network of Customs Universities (INCU) and a rich vein of research in the field of Customs, generated through the World Customs Journal.
So far the WCO in partnership with the INCU has finalized a set of PICARD Professional Standards for operational and strategic managers to meet the requirements of the new strategic environment. For the first time there is a clearly defined pathway to education in Customs matters. Customs administrations and related bodies, educational institutions and students of Customs matters now have international standards as criteria for curricula, recruitment and career development.
Now that the standards are set, the WCO has started the work on a scheme whereby qualifying institutions and graduates will become eligible for WCO recognition. Based on cooperative effort between WCO and its members and the academic community, simultaneous work continues on Customs research development.

WCO PICARD Professional Standards are also available in Arabic, French, Russian and Spanish languages.
Universities that are able to demonstrate that their curriculum substantially addresses these Standards may apply for WCO recognition.

WCO Guidelines on Recognition of University Customs Curricula (Amended as of March 2010) - This unofficial version of the guidelines comprises the original guidelines as published by the WCO, plus amendments that have been subsequently announced by the WCO.
